AARTO Information

Due to numerous enquiries, hoax emails and some irresponsible reporting by newspapers concerning the implementation of AARTO, I wish to clarify the legal situation.



AARTO is an Act of Parliament. It must be implemented by way of a proclamation signed by the President. If AARTO is implemented in a new area, it will also be done by way of a proclamation. The only proclamations that have been published thus far have implemented the Act in the municipal areas of Johannesburg and Tshwane.



The CEO of the RTMC, has issued an extensive press release addressing all the issues raised over the last few weeks.



The Points Demerit System cannot be implemented without a notice in the Government Gazette implementing regulation 24 and schedule 3, column 7 of the AARTO Regulations.



The date for National implementation is set for not later than 31st march 2012.

Johannesburg – Die omstrede Aarto-verkeerswet word op 1 April landwyd in werking gestel.

Dít is die boodskap wat die Padverkeersbestuurskorporasie (RTMC) Woensdag 18de aan verkeersowerhede oorgedra het.

Collins Letsoalo, waarnemende uitvoerende hoof van die RTMC, het egter geweier om te sê of dit met of sonder die gevreesde strafpuntstelsel is wat bestuurders hul rybewyse kan kos.

Die Wet op die Administratiewe Beregting van Verkeersmisdrywe (Aarto) is reeds op ’n proefgrondslag in Johannesburg en Pretoria in werking sonder die strafpuntstelsel en sal van 1 April landwyd geld.
